Sheffield Wednesday Deals with Serious Challenges, States Football Regulator

'Our role is integral to football's future' - independent football regulator the new chairman

The Championship club's persistent issues represent a a "serious issue" and the independent regulator is looking to gain the ability to investigate clubs in comparable cases, its new chair the official has declared.

In a wide-ranging interview, the chairman, who was appointed on Monday, expressed "sympathy" towards Wednesday's fanbase.

The regulator engaged with four supporters' associations representing the South Yorkshire club recently.

The football club have been struggling on and off the field in this season, with the club failing to pay players on time on five separate occasions, including in the autumn.

"Obviously the club has become a significant problem for EFL and a significant problem for football," Kogan told.

"Wednesday stands as one of the iconic names for English football and in recent days we have met Sheffield Wednesday supporters' groups.

"We're now looking to get powers... which will enable us to take Wednesday and comparable cases referred to us if they require examination and dealt with."

Monetary Issues and Ownership Situation

The team's struggling chairman the Thai businessman stated during the off-season he would be prepared to relinquish control at Hillsborough, but he has not been able to secure a deal with interested parties.

Failure to pay player wages on time in March and May led to sanctions by the football authorities in summer, stopping Wednesday from completing any recruitment activities for the following recruitment periods, although that restriction was lifted in late summer.

Regulator's Perspective

The regulator explained: "The position was created for the supporters of Wednesday, teams facing challenges where people are committed to a local institution that has existed throughout their lifetimes in numerous instances.

"I completely understand the club's situation, as I do for every team that in modern times have encountered failure, or nearly ceased operations, for reasons that have nothing to do with the supporters."

When asked if the authority might compel an owner to sell a club if they are considered unfit, the chairman responded: "When asking whether 'would we intervene in the final instance?', the response would be once we gather the evidence and understand the situation, we will."

But Kogan stressed that compelling proprietors to divest clubs would be treated as a "last resort" and the authority would rather to work with them.

"The last thing what we want to do is begin intervening in an individual club, an individual owner, without having the opportunity to collaborate with that owner to try and resolve the issues that the club's facing and the proprietor's dealing with," Kogan said.

"In actuality, when you review the record of the sport, over the recent generations there have been particular chairmen, a small minority, but certain individuals who have acted carelessly in the manner they have operated their teams and eventually decline to assume obligation for the future."

'If we get it wrong, extraordinary progress vanishes'

The chairman convened with delegates from multiple organizations to lay out the remit of the regulator on Wednesday and maintained it represented a "proactive meeting" with a "high level of engagement" from the grassroots to elite level.

"The role holds considerable importance, because if we get it wrong, if the world of football gets it wrong, the extraordinary progress that's been made necessary will vanish rapidly," Kogan said.

"This represents everyone's worst fear in the realm of domestic football is a substantial accomplishment - we must maintain momentum.

"Substantial financial resources coming into football and has been invested for the recent generations, because there are no assurances it will continue to come into football, which is among the factors explaining I think we have to maintain a focused outlook on risk and of course, of the immediate future."

Elite Division Worries

Top flight officials resisted the creation of a regulator because of apprehensions regarding adverse consequences on the top-flight's competitiveness, but the regulator stated: "I completely endorse the achievement and development as an financial organization of the top division.

"Being fully aware of the apprehension regarding damaging the division as a high-quality offering of this country. But simultaneously, if you consult with top flight officials after today's meeting, they would have had a significant degree of comfort -and, indeed, they have been advising us privately they have a significant confidence."

Political Connections

The regulator remains subject to a "thorough examination" by the public appointments commissioner after he acknowledged providing funds to the opposition group in recent years.

The chairman donated money to Culture Secretary Lisa Nandy's leadership campaign, along with that of the current Prime Minister.

"I have been entirely transparent regarding my past party membership [with Labour], and that party membership ceased the day the select committee approved my appointment," the chairman stated.

"I am presently disconnected from any sort of politics."
